On a commercial system, this also includes paying for use of that connection. Most systems keep track of accounts by username, so in practice you may see the two terms used interchangeably. Other systems use a separate billing account name and username, allowing such variations as multiple accounts from the system point of view but only one account as seen by the billing department.
