CU-SeeMe
An Internet-based videoconferencing program that allows you to have a real-time video-enhanced conversation with other users, either via a direct connection or by logging into the same "reflector" server somewhere on the Net. An initial version was released as freeware by Cornell University, but further development has been left to a commercial effort by White Pine Software.

By design, CU-SeeMe works with a wide range of hardware and network connections, automatically adjusting the video frame rate to the effective communications bandwidth. If you're using premium hardware and a high-speed connection, you may be able to see fairly good full-motion video, but with more economical hardware and ordinary dial-up connections, you get a smaller image showing a more stroboscopic or slow-scan effect.
