It was written and distributed at no charge by an international informal organization called the Elm Development Group. The first version was originally written as for use on "shell accounts" (in which your local computer acts as a terminal to a larger computer that's on the Net), but you can now find authorized and independent versions for personal computers using protocol links, such as PPP (Point-to-Point Protocol).
